The Allegory of the Pandemic!

Ten thousand passengers, no way off, and the committee gathers to decide what to do — masks, lockdowns, vaccines, quarantines, salt water rinses, even a magic spell. Every option could work. Then someone seizes the moment and starts applying them by force.
